Shellie Wilburn is the Special Assistant to the Director of the Office of Policy for Extramural Research Administration (OPERA).  She has worked for the National Institutes of Health (NIH) for 15 years serving in various positions within Grants Management.

As the Special Assistant to the Director of the Office of Policy for Extramural Research Administration, Shellie is responsible for supporting the mission of OPERA and assisting in all aspects of the immediate office of the Director.  Some of those functions involve maintaining NIH policy source documents, providing leadership and training for emerging issues associated with grants policy, administration and compliance.

Shellie received her BA in Psychology, from Catholic University of America.  Shellie began her career working with mentally challenged children and adolescents for 7 years.  While her work helped a few, she ultimately wanted to impact the lives of many, so she accepted a position in at the NIH.  She initially worked with Scientific Review Program/Electronic Review setting up grant related review meetings for 16 of NIH’s institutes and centers.  In 2004, she joined NIH as a Grants Clerk and was promoted to a Task Leader.  In 2006, she joined the Grants Management Program as a Grants Management Specialist and was promoted to a Lead Grants Management Specialist in 2011. In 2015, she joined the Office of Policy for Extramural Research Administration.
