E. C. Melvin joined the NIH Office of Policy for Extramural Research Administration (OPERA) in December 2018 as a Grants Policy Analyst. E.C. had previously served as a Supervisory Grants Management Specialist at the National Institute of General Medical Sciences (NIGMS). While there, he led a diverse team that managed and awarded approximately $800 million annually in biomedical research and training grants to colleges, universities, hospitals and small businesses throughout the United States and the world. Prior to his service at NIGMS, E.C. served as a Grants Management Specialist at the National Cancer Institute (NCI). In total, E.C. possesses over 31 years of experience in grants management and has extensive knowledge of federal grant regulations and NIH’s grant administration policies and procedures. E.C. holds a Bachelor of Science in Business Administration from Towson University. E.C. is also a retired Army Reservist, with service in Maryland, Virginia, Delaware and Europe.
