Dr. Jose Ruiz serves as the Director of the NIH Guide for Grants and Contracts within the NIH Office of Extramural Research (OER). He and the NIH Guide Team manage the development, review, and publication of all NIH Funding Opportunity Announcements (FOAs) and Notices.
Prior to joining OER, Dr. Ruiz was a Program Official at the National Institute on Drug Abuse (NIDA) within the Office of Diversity and Health Disparities with a portfolio that focused on enhancing participation of underrepresented groups in biomedical research. He also served as a Contracting Officer’s Representative and collaborated with Program and Contract colleagues in FOA and RFP development. Prior to joining NIDA, he served as a Science Policy Analyst for the National Institute of Nursing Research (NINR) and the NIH Government Performance and Results Act (GPRA) Office.
Dr. Ruiz earned a BA in Biochemistry and Molecular Biology from Boston University and a PhD in Genetics from The George Washington University. Additionally, he earned a Project Management Professional (PMP) Certification from the Project Management Institute.
